数字经济时代的社会保障制度转型，是国内外理论和政策研究的前沿课题。本文分析国内外数字经济下社会保障探索的路径与特征，提出数字经济时代社会保障转型理论创新值得重视的若干议题。研究发现，数字经济下社会保障制度文明内涵及外延的边界，呈现出以包容性增长、动态化社会风险管理服务为主线的多重转型。社会保障是经济保障的制度安排，社会保障的海量数字要素已成为推动经济发展的内生性动力，社会保障制度转型出现新变革，社会保障风险治理和社会保障管理服务需求呈现新特征，数字经济时代社会保障制度转型的理论创新空间亟待拓展。
Abstract：The transformation of social security systems in the digital economy era is a cutting-edge topic in both domestic and international theoretical and policy research. This paper examines the paths and features of social security development in the context of the digital economy, both in China and abroad, and identifies several key theoretical innovation issues that warrant attention. It emphasizes that, under the influence of the digital economy, the connotation and boundaries of social security systems are undergoing multiple transformations, with a focus on inclusive growth and dynamic social risk management services. Social security is no longer merely an economic safeguard; the vast digital elements it encompasses have become an endogenous driving force for economic growth. These elements also introduce new characteristics in risk governance and the improvement of management service efficiency. The theoretical space for innovation in the transformation of social security systems in the digital economy era urgently requires expansion.
