本研究以“不可能三角”理论为结构框架，系统揭示智慧养老制度中服务效率、伦理可接受性与财政可行性三重目标之间的结构性张力。通过对武汉、重庆、杭州三地11家智慧养老机构和科技企业的实地调研，识别出五种典型的制度张力嵌入类型，并归纳出三类张力调和机制。研究发现，不同机构在治理逻辑、资源禀赋与制度安排上呈现显著差异：技术优先型与财政压缩型机构存在服务脱节与伦理嵌入不足问题，而体制嵌入型、多元协同型与伦理强化型则分别展现出张力吸收、协同分担与价值嵌入等调和路径。本文构建了“张力识别-机制匹配-制度调节”的治理策略框架，既拓展了结构张力模型在社会服务研究中的理论适用性，也为智慧养老政策的类型化治理提供了可行的实践参考。
Abstract：This study adopts the "impossible triangle" conceptual framework to systematically reveal the structural tensions among three core objectives in smart elderly care systems: service efficiency,ethical acceptability, and fiscal viability. Based on fieldwork in 11 smart elderly care institutions and technology firms in Wuhan, Chongqing, and Hangzhou, the study identifies five typical types of embedded institutional tensions and summarizes three corresponding coordination mechanisms. The research finds significant variation in governance logic, resource endowments, and institutional arrangements across organizations. Technology-prioritized and fiscally constrained models are often characterized by fragmented service delivery and insufficient ethical integration, whereas systemembedded, multi-actor collaborative, and ethics-enhancing models exhibit distinctive approaches to absorbing tensions, distributing responsibilities, and embedding normative values. Building on these findings, the study develops a governance framework of "tension identification–mechanism matching–institutional adjustment," which not only extends the theoretical applicability of structural tension models to the field of social service research, but also of fers actionable guidance for typology-informed governance in smart elderly care.
