人口老龄化是贯穿我国21世纪的基本国情,发展老龄事业任重道远。在国家发展养老服务业中,应当优先发展居家养老服务,并全面放开养老服务市场,撬动社会资本参与;同时,还迫切需要理性促进医疗卫生与养老服务相结合,建立独立的长期护理保险制度。
Abstract：Population aging constitutes China's fundamental reality throughout the 21 st century, and leaves the country with arduous tasks and a long way ahead. The state should give high priority to in-home care services, fully liberalize the market for the elderly service and encourage the involvement of social capital. In addition, there is an urgent need to promote the integration of medical care and elderly services in a rational way. An independent long-term care insurance should be in place. Also, more specialists in the elderly services need to be trained.
