中国社区慈善的发展内嵌于社区发展与慈善事业发展的双重脉络之中。分析相关核心政策文本内容发现，在社区发展政策脉络中，社区慈善经历了从社区服务补充者到社区建设参与者、再到社区治理协作者的身份跃迁；在慈善事业发展政策脉络中，社区慈善实现了从慈善服务落地承载到慈善资源整合、再到慈善生态与基层治理融合枢纽的功能转化。这一政策演进历程既反映了基层社会治理从行政主导向多元共治的转型、慈善事业从补缺型救助向发展型治理的功能跃升，更折射出政社关系从“主导-从属”到“引导-参与”再到“规制-协作”的动态变化。展望未来，社区慈善需以“制度深化-功能拓展-生态构建”为核心逻辑，通过法治化、数字化、在地化夯实发展根基，依托“场景互嵌-资源互哺-价值共生”推动两大政策脉络深度融合，实现从制度协同到价值共生的深层跨越。
Abstract：The development of community philanthropy in China is embedded within the dual contexts of community development and philanthropic development. Analysis of core policy texts shows that, in the context of community development, community philanthropy has transitioned from a supplementary community service provider to a participant in community building, and eventually to a collaborator in community governance. In the policy framework of philanthropic development, it has shifted from serving as a carrier of philanthropic services to a platform for resource integration, and ultimately to a hub linking the philanthropic ecosystem with grassroots governance. This policy evolution reflects the transformation of grassroots governance from administrative dominance to diversified co-governance, the functional upgrading of philanthropy from remedial assistance to developmental governance, and the dynamic adjustment of state-society relations, evolving from "dominance-subordination" to "guidance-participation," and further to "regulation-collaboration." Looking ahead, community philanthropy should follow the core logic of "institutional deepening-functional expansion-ecological construction," consolidate its foundation through legalization, digitalization, and localization, and promote the deep integration of the two policy contexts by fostering "scenario embedding, resource reciprocity, and value co-creation."
